A very important vote relating to the introduction of new assessment tools for Secondary will be taken at the next BoG meeting (Board of Governors) starting next Tuesday 4 April. The vote relates to the timing of the roll out of new “assessment tools” for Secondary, including a new marking scale in which the pass mark will be 5 rather than the current 6 (for those of you who don’t know, marks in Secondary to date are given out of 10 but with a pass mark of 6). A new competence-based approach to assessment generally will also be introduced.
We would like to inform you that there is agreement, including on the part of INTERPARENTS at this stage, on moving forward with the competence-based approach in which assessment will be carried out on the basis of well defined attainment criteria and descriptors, using a marking scale in which 5 will be the pass mark. It is also clear that the promised “training” for teachers has not gone as well as was hoped, and that all, DIRECTORS included, are unhappy with the original timeline for implementation. In view of this, the BoG will be asked to postpone the starting point of implementation from September 2017 to September 2018 in order to allow more time for appropriate training.
There is a disagreement to which years the implementation should apply to in the first instance. Basically, the position of INTERPARENTS is that implementation in September 2018 should apply ONLY UP TO S5 (with the first BAC using the new marking scale in 2021 rather than 2020). This would mean that pupils who have already started their Bac cycle will not be impacted by a change as important as this in the run of to their BAC. There are a lot of reasons for S6 to be excluded from the “first round” of implementation, one of which is that applications to Universities often ask for a “predicted grade” based on performance in S6. If teachers are still transitioning from one system of assessing students to another, the risk of problems increases.
Lors du prochain BoG (Board of Governors) qui commence ce mardi 4 avril, il y aura un vote très important concernant l’introduction du nouveau système de notation pour le secondaire. Ce vote concerne la date d’implantation de ce nouvel outil d’évaluation qui inclue notamment une note de passage à 5/10 au lieu de 6/10 actuellement. Ce nouveau système permettra également une approche plus orientée sur les compétences de l’élève.
Nous voudrions vous informer que ce nouveau système de notation a été accepté, y compris de la part d’Interparents. Cependant, vu que la formation des enseignants à ce nouveau système n’a pas été mise en place correctement, les différents membres de la communauté scolaire (Interparents, enseignants et également directeurs) ont exprimé leur désaccord avec le planning annoncé. C’est donc dans ce contexte qu’il va être demandé au BoG de repousser la date d’implémentation de ce nouveau système de septembre 2017 à septembre 2018 afin d’avoir le temps de dispenser les formations nécessaires aux enseignants.
Il y a également un désaccord sur les niveaux et années qui seront d’abord concernés par cette nouvelle approche. La position d’INTERPARENTS est qu’en septembre 2018, cela doit concerner les classes de S1 à S5 (le premier bac impacté par cette réforme serait alors en 2021 et non en 2020). Ainsi les élèves qui seront déjà dans leur cycle bac (S6-S7) ne verront pas de changement au milieu de leur cycle S6-S7. Il y a beaucoup de raisons pour que les élèves de S6 soient exclus de cette première phase, l’une d’entre elles est évidemment que les universités demandent souvent une “note estimée” du bac basée sur les résultats de S6. Si les enseignants sont dans la phase de transition entre deux systèmes de notation pour ces élèves, le risque de problèmes semble élevé.
